Freedom House is an organization that rates governments on how free they allow their citizens to be. They do a better job than anybody else of bearing witness to the evils that governments do. Yet there is a paradox. The truly wretched of the earth often do not live under a repressive government. Instead, they live in failed states, where the 'government' controls only a portion of one city, and where the hinterlands live at the mercy of armed gangs.
